BANGKOK&#8212;As it reaches the halfway point in its first term, signs have started to emerge that Thailand&#8217;s ruling party is losing some popularity. For the first time in 37 years, a candidate of the Democrat Party has won a parliamentary seat in Bangkok&#8217;s Don Muang constituency, a stronghold of the ruling Puea Thai (For Th ) party.<br />
<br />
The Democrat eked out only a narrow win in Sunday&#8217;s by-election, but it&#8217;s having a major impact on Puea Thai&#8212;another in a growing list of problems.<br />
<br />
Puea Thai, which beat the then-ruling Democrats in the general elections in July 2011, is under fire over a program in which the government buys rice from farmers at an above-market price. Prime Minister Yingluck Shinawatra and her ministers have repeatedly denied that the program has shown a loss of 260 billion baht ($8.5 billion)&#8212;a figure leaked to local media&#8212;but have failed to offer a figure of their own.<br />
<br />
 Puea Thai critics said Ms. Yingluck is trying to mimic populist policies of her brother, former Prime Minister Thaksin Shinawatra&#8212;perhaps the most popular but also most controversial figure in modern Thai politics. Mr. Thaksin was ousted by a military coup in 2006 and fled the country to avoid imprisonment on corruption charges that he continues to deny.<br />
<br />
 Earlier this year, the Yingluck administration sparked intense public scrutiny and raised concerns about corruption and the country&#8217;s fiscal position&#8217;s with a bill to borrow two trillion baht ($65.4 billion) to invest in high-speed trains, ports and other infrastructure projects.<br />
<br />
 The borrowing and the rice-pledging controversy have provided fresh fuel for long-simmering anti-Thaksin sentiments, prompting protests by Thais wearing stylized white Guy Fawkes masks like those seen in the film &#8220;V for Vendetta.&#8221; Calling itself V for Thailand, the movement was started by a former senator close to the anti-Thaksin &#8220;Yellow Shirts&#8221; and a retired police general who served as an aide to King Bhumibhol Adulyadej.<br />
<br />
On Sunday, more than a thousand protesters, mostly middle-class&#8212;they frequently pulled out iPhones and iPads to record the event&#8212;rallied in downtown Bangkok to denounce Ms. Yingluck as a proxy for her brother. They chanted &#8220;Shinawatra, get out&#8221; and called the police &#8220;lackeys of Thaksin.&#8221;<br />
<br />
 Some protesters complained about a cost of living they said has skyrocketed since Ms. Yingluck approved a minimum-wage increase in Bangkok and other metropolitan cities. Some even called for a military coup to uproot the Shinawatras.<br />
<br />
 The white-mask protests are spreading from Bangkok to other Thai provinces, with the help of social media, online forums and cable TV. It may not gain a significant public support like its Yellow Shirt and pro-Thaksin Red Shirt predecessors, but polls and public sentiments show growing disenchantment with the Puea Thai government.<br />
<br />
Mr. Thaksin on Monday could only urge his sister to release the loss figures from the rice program and act fast to stem public mistrust.<br />

BANGKOK  The independent Coalition Against Corruption (CAC) says corruption in Thailand has risen sharply over the past two years to an urgent level.<br />
<br />
Business leaders believe Thailands economic growth might be 50 per cent higher if not for corruption, according to the latest survey conducted by the CAC.<br />
<br />
The survey of 1,066 executives in Thailand was carried out between January and April, with about 75 per cent of respondents saying corruption has increased rapidly and 93 per cent putting corruption at a high or very high level.<br />
<br />
One hundred and sixty-six companies have signed up as members of the CAC and have vowed not to get involved in corruption and fraud. The CAC is a joint effort of eight leading private sector groups.<br />
<br />
Corruption hurts the countrys reputation and competitiveness, said Bandid Nijathaworn, president and chief executive of the Thai Institute of Directors.<br />
<br />
Of respondents, 63 per cent said corruption has a very high impact on business and 54 per cent said it raises the cost of doing business by more than 10 per cent, he said.<br />
<br />
Respondents said corruption happens most during the procurement process with the government, followed by registration or applying for licences, government project auctions and private sector procurement.<br />
<br />
The most prevalent form of corruption is cronyism, followed by graft, policy corruption by politicians and cash paid for future benefits.<br />
<br />
Industries believed to be potentially susceptible to corruption include telecommunications, energy and utilities, agriculture, property development and construction materials.<br />
<br />
Mr Bandid said that while the countrys corruption situation is serious, there are signs of growing awareness in the private sector of the damage it can cause.<br />
<br />
Another encouraging sign, he said, is that a quarter of respondents had high or very high confidence that corruption can be solved.<br />
<br />
Some 51 per cent of respondents are ready to take collective action to eliminate fraud, and 46 per cent will take part if a practical plan is available, said Mr Bandid. [This is] much higher than in previous years.<br />
<br />
But the survey noted that government and politicians are still the keys to solving corruption.<br />
<br />
Meanwhile, Deputy Prime Minister and Finance Minister Kittiratt Na-Ranong said the state is ready to let third parties monitor the B350-billion Bangkok floodwater management plan to help ensure transparency.<br />

I understand from some research that I can take a mini-bus/van from Victory Monument and once I reach Ayutthaya I can hire a tuktuk for 200-300 an hour to take me around. Supposing I only have 2 hours tops to spend in Ayutthaya, what are the must-visit sites? And going back to Bangkok, is it best to go back the same way or via bus to Mo Chit? Do the vans and buses leave at regular/frequent intervals?<br />

			<content:encoded><![CDATA[<div>I'd like to find better ways in attracting and employing Thai staffs who are willing to move out and work outside of Thailand. There are of course the usual job boards like Jobthai, JobsDB and Jobstreet, but I'm interested to hear more ideas to improve my search for Thai locals who are also good in the English language and interacting with customers.<br />
 <br />
The challenge, of course, is to have them agree to leave their families and work outside Thailand. We provide assistance to traveling and we have staff houses that they can use. The benefits should also be good. But I'm not sure if this is enough to entice potential staffs to actually go through with the opportunity, or stay long with the company if they do.<br />
 <br />
I've thought of contacting a number of recruitment agencies to help us find people. I'm just wondering if there are certain qualities that Thai locals are looking for that will make them interested in such an endeavor, or if I'm missing out on a few details in hiring potential staff. What can an employer do to attract more Thai staff to join their organization?<br />

CHIANG RAI &#8211; After conducting a three-decade-long study, Chulalongkorn University statistician Theeraporn Verathaworn has discovered that the numbers drawn fortnightly in the state lottery are highly improbable.<br />
Hence, he said, the system should become fully automated and be open to external review in order to ensure the results cannot be rigged.<br />

&#8220;There should be no problems if they use automated machines and the system is checked by outside auditors every two years or so,&#8221; the 59-year-old said.<br />

State lottery operators should also make all statistics of winning numbers available to the public for the sake of transparency, he advised.<br />

He said that though many Thais still believed that drawing a number manually was more reliable, it is not true scientifically.<br />

Theeraporn, who recently briefed concerned panels both in the Senate and the Lower House, said many poor people who placed underground bets on the last two or three numbers of the state lottery had a high chance of being exploited.<br />

For instance, he said, having the same last two digits of 66 appear as the winning number twice in a decade is impossible, statistically speaking, as it can only occur once in 417 years on average. This number was first drawn on October 1, 2004 and then again on February 1 this year. &#8220;When something that should occur once in 417 years ends up occurring twice, it&#8217;s almost a miracle,&#8221; he said.<br />

Another highly unusual result was the last two digits of one of Prime Minister Yingluck Shinawatra&#8217;s many vans, which ended up appearing seven times in the 40 bimonthly cycles. &#8220;The same number came up three times consecutively,&#8221; he said.<br />

Theeraporn said manipulation was possible because the balls containing lottery numbers could not be mixed properly in the small container used and also because lower digits were dropped into the container first.<br />
<br />
Underground betting will continue as poor people keep hoping luck will solve their problems. Besides, the amount promised by illegal betting is disproportionately higher than that offered legally. A Bt1-wager on the winning last two digits could win as much as Bt60 in the underground lottery.<br />
<br />
Nevertheless, the chance of winning is still much lower than losing, and does not make sense statistically unless you have access to those &#8220;special numbers&#8221;, Theeraporn said.<br />

&#8220;Theoretically, if you asked me if one should gamble on lottery numbers, I would say it&#8217;s not worth it,&#8221; he said, adding that 25 million of the 69 million Thais, mostly poor people, bought lotteries. &#8220;They&#8217;re building castles in the air, unless they have access to those &#8216;lucky numbers&#8217;.&#8221; &#8211; The Nation / Phuket Gazette<br />

Archaeologists using revolutionary airborne laser technology have discovered a lost mediaeval city that thrived on a mist-shrouded Cambodian mountain 1200 years ago.<br />
<br />
The stunning discovery of the city, Mahendraparvata, includes temples hidden by jungle for centuries - temples that archaeologists believe have never been looted.<br />
<br />
An instrument called Lidar strapped to a helicopter which criss-crossed a mountain north of the Angkor Wat complex provided data that matched years of ground research by archaeologists. The research revealed the city that founded the Angkor Empire in 802AD.<br />
<br />
Archaeologists in the Siem Reap region using new maps acquired using LIDAR have discovered an entire Angkor city where previously only a few isolated temples were known to be.<br />
The University of Sydney's archaeology research centre in Cambodia brought the Lidar instrument to Cambodia and played a key role in the discovery that is set to revolutionise archaeology across the world.<br />

CityNews - Medical treatment can cost thousands abroad yet new research by the Foreign and Commonwealth Office (FCO) has found that fewer than half (45%) of young Brits surveyed check that their insurance covers risky pursuits*, despite 4 out of 5 (82%) admitting to taking part in more adventurous behaviour when on holiday.<br />

The findings come as the FCO and the Travel Association ABTA urge holidaymakers to be better prepared for their travels. Medical costs arising from uninsured accidents abroad can be severe, with the Post Office indicating that the average claim for a personal accident is &amp;#163;7,500**.<br />
<br />
Despite this, young Brits still head for the more adventurous pursuits abroad. A fifth (19%) of 16-24 year olds have driven a moped or quad bike while on holiday, 30% have been jet skiing or taken part in watersports and one in 8 (13%) have been skydiving or bungee jumping.<br />
<br />
Foreign and Commonwealth Office Minister Mark Simmonds said:<br />
<br />
With summer just around the corner, many young people will be planning trips abroad with their friends. We want people to enjoy their holidays so we encourage them to be prepared. An emergency abroad can be extremely expensive. Medical treatment or returning to the UK could cost you thousands of pounds, unless you are adequately insured. We will do what we can to support people who require medical assistance but theFCO cannot pay their medical bills or fly them home. This is why we urge people to take out a comprehensive insurance policy which covers them for everything that they want to do while on holiday.<br />
<br />
Every year, FCO staff support thousands of British nationals facing serious problems abroad, including 16-24 year olds who have invalidated their policy or taken out the wrong cover.<br />
<br />
When asked why they were more likely to pursue adventurous activities when on holiday, two thirds (66%) of 16-24 year olds said the weather made them more inclined to try new things, while 41% said that they felt more confident. One fifth (21%) said that they felt less inhibited while on holiday.<br />
<br />
Psychologist Dr Rachel Andrew commented:<br />
<br />
Young people are more likely to exhibit impulsive risk-taking behaviour than in later life. They can often get into risky group situations where they are reluctant to say no. They test boundaries, try out new things and dont plan or think of the consequences as much as they would when they are older. Couple this with the fact that they often see holidays as a liberation from the limitations of study, work, peers and family life and you can see why weighing up the risks of more adventurous pursuits comes lower on their list of priorities.<br />
<br />
The latest annual figures from ABTA suggest that almost half (48%) of young Brits aged 15-24 holiday abroad without taking out any insurance at all***.<br />
<br />
Mark Tanzer, ABTA Chief Executive added:<br />

Its concerning to see so many young people travelling overseas uninsured, particularly when they are more likely to take part in adventurous behaviour. Many people travel uninsured because they are unaware that medical bills can run into thousands of pounds or wrongly assume that the Government will pay for their treatment. Unfortunately without proper insurance in place young people are putting themselves at the risk of not getting the right treatment should they have an accident or paying off sky high medical bills for years to come.<br />
<br />
Being uninsured for activities abroad is not confined to the young. Half (50%) of all British travellers dont check that they are covered before an adventurous holiday experience despite the fact that almost two thirds admit to engaging in more adventurous pursuits while abroad.<br />
