It looks like some sort of commemorative plaque.
Here's what I make of it:

¾Ãм§ÊÁà´ç¨Çѧ˹éÒ Pra Pong Somdet Wang Naa (maybe the name of the Abbot?)

¼§ (pong) is the word for powder, and it seems ¾Ãм§ (phra pong) means powder amulet, which I guess is made from powdered stone or shells or other things formed into an amulet rather than from dirt or clay. Here are some examples. That lettering looks similar to some shown on the cases or displays for the amulets.
