Loosely translated: the do's and dont's of vegetarianism

A question for those who know something about Buddhism:
Item 1 says you shouldn't do anything harmful to animals and item 9 says you shouldn't drink alcohol, but then item 5 says you should observe the 5 precepts. Isn't this a bit of saying the same thing twice?
