    If Congress doesn't act to pass gun control legislation, Hillary Clinton said Monday she would use "administrative action" and press the legislature to reform gun laws if she's elected president.

    The former secretary of state and frontrunner for the 2016 Democratic presidential nomination rolled out her plan days after the Umpqua Community College shooting in Oregon that killed nine people, with the gunman killing himself during a firefight with authorities.

    "America simply cannot accept as 'normal'about 33,000 gun deaths every year. The vast majority of the American people – including law abiding gun owners – believe we can and must do better," Clinton said on her website. She said a lack of gun control measures "is a rebuke to the families that have lost loved ones, to the communities that are plagued by gun violence, and to this nation that we love."

    Clinton said she wants to expand background checks to include sales over the Internet and at gun shows, which her campaign said accounts for between 20 percent to 40 percent of all gun sales.

    "Laws prohibiting dangerous individuals from buying guns are only as effective as our background check system is comprehensive. ... But Clinton is not giving up – she will continue to fight for legislation to build on the Brady bill's success," her campaign said, referring to the bill that required background checks. Clinton said it was "reprehensible" that Congress failed to act after the Sandy Hook Elementary School shooting in Connecticut where 27 people were killed, including 10 children, in 2012.

    The presidential candidate also said she wants to close the so-called "Charleston Loophole" that allowed Charleston church shooter Dylann Roof to purchase a gun because his background check wasn't completed within three days. The background check would have showed that Roof had a federal criminal history and would not have been able to buy a gun, according to the Clinton campaign.

    Clinton accused the NRA of successful lobbying efforts that led to "unique protections" for irresponsible gun dealers and manufacturers, including a law that prevents gun violence victims from suing negligent gun producers and dealers. Her campaign said she voted against the law in 2005 and would try to repeal it if she won the presidency.

    She suggested Congress pass legislation that prohibits domestic abusers from owning guns and that existing laws preventing people with mental illness from owning firearms be strengthened by clarifying that people involuntarily committed to outpatient psychiatric care not be allowed to own weapons.

    "It makes no sense that in America dangerous and unstable individuals can obtain deadly weapons," she said.

    Clinton also came out for stepping up penalties for so-called "straw buyers," or people with clean records who buy guns intending to give them to a violent felon who wouldn't pass a background check. She said such individuals are only given a "paperwork violation." She wants that increased to a federal crime.

    Vice President Joe Biden provided an extremely personal response late Thursday to the shooting at an Oregon community college that left 13 people reported dead.

    Speaking at the Concordia Summit in New York City, Biden called for new gun measures while referencing his own recent losses and his wife's status as a community-college teacher.

    "As you all know, there are few things worse than getting that phone call saying your child is gone," Biden said.

    Biden's son, former Delaware Attorney General Beau Biden, died earlier this year of brain cancer. His first wife and then-one-year-old daughter were killed during a 1972 car crash.

    Biden also referenced a conversation he had with his wife, Dr. Jill Biden, about the need for safety in schools.

    "She teaches at a community college and brings home every time something happens at school, and how the safest place in America should be our schools and our colleges," Biden said.

    Speaking around the same time as President Barack Obama was lamenting the seemingly constant flood of mass shootings in America, the vice president said the reverence for the Second Amendment didn't need not apply to unnecessarily destructive weapons. He decried the fact that the US is "basically the only civilized country in the world where we have these massive murders."

    "The Second Amendment doesn’t say you can own a bazooka or an F-15," Biden said, referencing the fighter jet.

    Biden was the administration's point person on negotiating a 2013 universal background-check bill. The legislation ultimately died in Congress about four months after the mass shooting at Sandy Hook Elementary School in Newtown, Connecticut, that killed 20 children and six others.
