    Some of the provisions in the new law do seem fair and reasonable while some others do unduly favour tenants. It would have been much more sensible to have a consultation process to allow all stakeholders to have some input. Unfortunately this type of situation seems to be happening all over the world. Instead of consulting and getting it right in the first place, many governments seem to be legislating by "trial and error".
