In theory the answer is "yes" and they usually charge a fee. However, you will need to ask the bank in your homecountry as each have their own set of rules and fees.

You get better with ATM card. I use my Citicard without problem. As a transaction fee is levied, try to cash out more in one transaction.

As with some US banks, someThai banks will charge a fee, some will not. I've found banks in Thailand that will spit out baht without any service fees. As here at home, Thai ATMs will ask you if you want to continue the transaction after notifying you that there will be a service charge. You may cancel the process and try elsewhere if you don't want to pay the fee. Shop around.

Do check with you own USA bank for both fee (often none) and surcharge added to the exchange rate (can vary greatly)
Check the back of your ATM card ..if you see a logo for:
PLUS (very common) ..then try to withdraw only from Thai bank ATMs having that same logo displayed..more often than not the Thai bank will charge you nothing for the withdraw.
Other than at Don Muang ..it's better avoid free standing ATM machines such as those at 711 type shops and use only those affixed to bank branches.
Spend a lot and have a great time in Thailand

Yami, I have my ATM card (visa check card) through a local credit union. I have used it on both of my trips to Thailand from the north to the south and never occured a charge from a Thai bank and my credit union only chargeing me a few dollars. It worked so well for me that I opened another account and sent a card to my finacee to use instead of using westren union.
A word of caution is that my friend used his Wells Fargo ATM card once in Thailand for a fairly small withdrawal and they (Wells Fargo) charged him $35.00!!!!!!

I found it a pain to try and find an ATM that worked with my card. There were some but on subsequent trips I just used my ATM/VISA as a Visa card and just got money off of it at a bank. That is much easier than hunting for ATM's that will work.

Odd that you had problems finding ATM's that were workable with your card, most travelers do not have that problem in

Worth checking these things out before leaving home,

In regards to fees, a caution to others reading here, as far I know using the Visa part of your ATM card to obtain cash is
actually a cash advance with considerably higher fees attached than we have been talking about using the ATM debit part of your card.
That is at least how it works with my USA bank issued cards.
