for me the point is, with all the massive amounts of rubbish all over the city, it's not those disgusting cigarette butt droppers who ruin it all. just take a train ride out of Bangkok and look at the side of the tracks. if it was in Singapore, which is clean and tidy and neat and the rules apply to all to start with, I would understand. this way, it is a mere ripoff and another disgrace for the country.
having said that, if someone blows smoke in my face on purpose, without a second thought, eg in a queue, I could grab their cigarette and shove it down their throats. it is a predominantly farang habit for sure. I think cigarettes are widespread with Thais but is is considered more "lowly" so they don't seem to be constantly on fire publicly.
(I think it would be delusional to plan to ban food carts and vendors. just won't happen. but there should be attempts to regulate them, in a fair way, without ripoffs, for sure.)
